BEACHING

The distant lightning and muffled thunder lasted for hours on Wednesday night.  I´ve never heard thunder like this before.  It sounded like the fluttering of the final flames in a fireplace.  I awoke in the middle of the night with wind and rain on my face, closed our west-facing bedroom window and went immediately back to sleep.  On my way to a 7:30 AM yoga class, the astonishly beautiful,  almost-full moon was still hanging very white and bright in the pale blue sky.

PLAYA CONCHAS CHINAS – PUERTO VALLARTA

Conchas Chinas (“Chinese Shells”) may be the most beautiful beach in Puerto Vallarta.  It is the sandcastle-like volcanic rock formations at the edges of the powdery white sands that make Conchas Chinas so spectacularly beautiful. 

In the mornings, the beach is empty and a perfect place for a walk and swim.  Current sea temperature is 86 degrees farenheit/30 degrees centigrade with a matching air temperature.  Tropical bliss!

MIRANDO DE CONCHAS CHINAS HASTA LINDO MAR.

A five-minute walk south of Conchas Chinas is Lindo Mar (“Beautiful Sea”).  It´s a tiny beach with a few thatched palm umbrellas and an open-air restaurant where one can either be served lunch on the beach or inside.  The food is fine,  and the view of spotlit waves crashing over the dark rocks is as sensational at night as it is during the day when everything is lit by the sun.

COLONIA VILLA DE GUADALUPE:  This was our first visit to this colonia, which is arrived at by driving north from centro, past the thriving municipality of Pitillal and then east on Revolución until one reaches the streets with the names of countries.  Alemania (Germany) was almost the last street before one reaches the green, jungled hills.

The clinic took place in a small, empty white cement rental house next to a litter-strewn lot.  On Thursday, Nahomy de Fajardo, who had lent her garage as a clinic location last week, arrived with her daughters and a cat and dog belonging to neighbors.  María Mariscal, who moved back from Mexico after living six years in Chicago, also a neighbor´s dog to be spayed.  María was interested in how much the clinics cost us to run, and offered to help raise some money.  She returned the following day to give us some used dog leashes she had purchased in the U.S.  There were forty-two animals brought in, twenty-six of which were cats.  It was a hot, sweaty day, with the heat and humidity broken by a rainy night.

Shannon Beston advised that the night watchman for one of her rental properties (www.bestonproperties.com) saw two men stoning two cats to death at the corner of Miramar and Cuahtemoc in Gringo Gulch.   He was afraid to approach and after the men left, disposed of the bodies so no one would have to see the sad sight.

Puro Gato is trying to rescue the cats most at risk.  These are the ones living on the streets of Aquiles Serdan and Cuahtemoc, which are adjacent to the entrances to the isla Cuale.  Many of these abandoned cats have been chased off of the island by the long-time cat residents.

Without education, sterilization, guards and enforceable laws, the isla Cuale, amongst many other locations, will remain a dumping ground for cats and kittens.

EDUCATION PROGRAM:  Schools are out for summer vacation.  Leslie will be presenting at a local fire station that will be hosting an educational course.

  • Además, se plantea eliminar las corridas de toros, regular la exhibición de mascotas y el uso de mamíferos en espectáculos fijos.
  • No se debe ocultar la violencia en actos disfrazados de entretenimiento, argumenta.
El senador Carlos Puente Salas, del Grupo Parlamentario del PVEM, propuso a nombre propio y del diputado Jesús Sesma Suárez, una serie de iniciativas para terminar con las prácticas de maltrato animal, como las peleas de perros y de gallos, las corridas de toros, así como regular la utilización de animales en zoológicos y acuarios, el uso de mamíferos en espectáculos fijos, y la exhibición de mascotas.
Desde la tribuna de la Comisión Permanente, el legislador precisó que el tema del uso y manejo de animales continúa bajo criterios retrógrados que reflejan un bajo nivel de conciencia, por lo que, para lograr un país desarrollado, se debe cambiar y modificar las conductas.
“El maltrato a los animales preocupa y cada vez indigna más a la sociedad mexicana”, argumentó. Se debe dejar de ocultar la violencia a través de actos disfrazados de entretenimiento, pues solo demuestra nuestra falta de sensibilidad al sufrimiento de las especies. 
Se pretende construir cambios legislativos que permitan eliminar las prácticas de maltrato indiscriminado a los animales. No obstante, a través de consensos con otras fuerzas políticas se ha incorporado el trato digno y respetuoso en la legislación, pero no ha sido suficiente para erradicar acciones que van en contra de la supervivencia de los animales. 
Esto se podrá lograr sólo a través de reformas a las leyes Generales de Vida Silvestre, del Equilibrio Ecológico y la Protección al Ambiente, y de la Federal contra la delincuencia organizada; así como de los códigos Penal Federal y Nacional de Procedimientos Penales y de una reforma a la Constitución Política.
Explicó que busca prohibir la exhibición de ejemplares de vida silvestre en zoológicos y acuarios, así como sancionar a quienes los remplacen, sustituyan o intercambien para su exposición en dichas instalaciones.
En las iniciativas, el legislador precisa que las entidades federativas serán las que regulen y protejan a la fauna doméstica, aseguren su trato digno y respetuoso, y eviten su maltrato y crueldad. Al mismo tiempo, plantea que serán estos, los que garanticen la protección de las especies de fauna doméstica, y los encargados de prohibir expresamente la organización, inducción o provocación de peleas de gallos y perros, y corridas de toros. 
En este sentido, define en la ley que la fauna doméstica son las especies animales cuya reproducción y crianza se han llevado a cabo bajo el control del ser humano, que conviven con él y requieren de éste para su subsistencia. 
En el caso de las peleas de perros, plantea reformar el Código Penal Federal, la Ley Federal contra la Delincuencia Organizada y el Código Nacional de Procedimientos penales para sancionar a quien participe, ayude o coopere a organizar, explotar, financiar, promocionar o realizar peleas. Asimismo, propone sancionar como delincuencia organizada cuando este delito lo cometan tres o más personas, que este acto delictivo ameritará prisión preventiva oficiosa.
Respecto a la venta de mascotas, propone establecer que los establecimientos mercantiles no podrán realizar la exhibición en sus instalaciones de los animales silvestres que tengan a la venta, y que ésta será por catálogos impresos y medios electrónicos en los cuales se detallará la información de identificación del ejemplar en venta y la localización física del mismo, a fin de que la autoridad pueda realizar las visitas de inspección.
Asimismo, plantea que las autoridades en la materia deberán establecer normas mínimas para los lugares de resguardo de ejemplares en venta cuenten con el área e infraestructura necesarias para su manejo, así como la capacidad técnica y operativa suficiente. 
La propuesta que prevé la prohibición de la utilización de ejemplares de mamíferos marinos en espectáculos fijos, plantea también sanciones y aumento de las penas por delitos contra el ambiente y la gestión ambiental en los Códigos Penal Federal y Nacional de Procedimientos Penales; así como en la Ley Federal contra la Delincuencia Organizada. 
Para ello, establece una pena de nueve a 18 años de prisión, así como el equivalente a de tres mil a seis mil días de multa, a quien atente contra especies de flora y fauna silvestre. Además, plantea que se sancione como delincuencia organizada cuando el delito se cometido por tres o más personas; y que la comisión de este delito ameritará prisión preventiva oficiosa.
Finalmente, el senador Puente Salas explicó que su propuesta de reforma a los artículos 6º y 9º constitucionales son en el sentido de regular el desarrollo de manifestaciones.
En este sentido, propone que las autoridades correspondientes armonicen la libre manifestación de ideas y de reunión con el derecho a la movilidad, a la salud y a un medio ambiente sano, en una ley general en la materia, así como precisar que no se podrá coartar el derecho de asociarse o reunirse, salvo que violente otros derechos fundamentales.
No se busca restringir el legítimo derecho a manifestarse en las calles, y la ley general que se emita será la base para ordenar la realización de las manifestaciones, que tanta falta le hacen a nuestras ciudades, agregó.  
Finalmente, el legislador puntualizó que las propuestas buscan resaltar que en México se puede generar mayor nivel de conciencia y protección hacia la fauna, dejando atrás prácticas primarias que inhiben el desarrollo de una sociedad en convivencia armónica con la naturaleza.
Los proyectos que reforman la Ley general de Vida Silvestre, en materia de zoológicos y acuarios, y en materia de mamíferos marinos se turnaron a la Comisión de Medio Ambiente y Recursos Naturales de la Cámara de Diputados. 
Los cuatro proyectos que reforman la Ley General de Equilibrio Ecológico y Protección al Ambiente sobre prohibición de peleas de gallos, de corridas de toros, de peleas de perros y por la venta de mascotas se turnó a la Comisión de Medio Ambiente y Recursos Naturales de la Cámara de Diputados.
El proyecto de reforma que modifica el Código Penal Federal, de la Ley Federal contra la Delincuencia Organizada y el Código Nacional de Procedimientos penales, en materia de peleas de perros, se turnó a la Comisión de Justicia de la Cámara de Diputados.
La iniciativa que reforma diversas disposiciones de los códigos Penal Federal, Nacional de Procedimientos Penales y de la Ley Federal contra la Delincuencia Organizada en materia de tráfico de especies, se turnó a la Comisión de Medio Ambiente y Recursos Naturales de la Cámara de Diputados.
Finalmente, el proyecto que modifica artículos 6º y 9º de la Constitución se turnó a la Comisión de Puntos Constitucionales de la Cámara de Diputados.
